Antique Middle Eastern Necklace, Silver with 21 Garnets and an Amber colored Quartz Center Stone

This beauty came to me from an elderly man who stated this was his grandmother's necklace. She was of Turkish descent. However, a couple people that have viewed this believe it to possibly be an older piece either Bedouin, Afghani or Nepalese. All the Jewelers agree that it is very old, museum quality, handmade of good silver, with crude tools, uncut garnets of wonderful color and a lovely cobochin quartz center stone almost resembling amber.
The prayer box was either sealed roughly, or may have been re-opened again at some point, judging by the markings near the closure. We have not checked inside to see if there is still anything it.
Entire length of necklace to the tips of the tassles, is approx. inches. Inside length, from the back of the neck to the top of the heart, is approx. 12 inches. The heart shaped box is approx. 2.75 inches, both wide and tall.
